Preliminary 2003 Budget Deficit:  $374 Billion

A preliminary CBO analysis of the daily Treasury statements implies a deficit of $374 billion in fiscal year 2003, about $27 billion less than the earlier projection of $401 billion.  Based on the preliminary data, the gap between the earlier projection and the latest figures is split roughly evenly between higher-than expected revenues and lower-than-expected outlays.

The slight increase in revenues may have been the result of more rapid economic growth in the 2nd and 3rd quarters (the last two quarters of the fiscal year).  However, these new figures are sufficiently close to CBO's original projection that they don't indicate any reason to change the deficit projection for 2004, which is about $500 billion.
