A Simpler and Fairer Private Pension System

Pamela Perun and Gene Steuerle have prepared a working paper for the Urban Institute called "Reality Testing For Pension Reform" that examines the pension provisions of the 2001 tax law, the Portman-Cardin Pension Preservation and Savings Expansion Act of 2003, and President Bush's pension simplification and reform proposal.  The authors propose a compromise, which includes reforms of rules for defined benefit plans, a consolidation of defined contribution plans, coordinated limits on tax-favored contributions between employer-based defined contribution plans and Individual Retirement Accounts (IRAs), and government matching contributions for low and moderate income workers.
